Eugene "Skip" Shank

As President of EFS, Skip oversees all aspects of the business and personally manages each project assignment. With over 20 years of consulting engineering experience, he has managed numerous projects through feasibility planning, design and construction. Skip has additional specialized experience in the financing of capital and maintenance costs associated with local and regional public improvements.

Skip holds a Bachelor of Science degree in Civil Engineering from San Diego State University, where he graduated cum laude and received the department's Outstanding Graduate Award. He continued his academic pursuits at the University of San Diego, earning a law degree and receiving the James R. Webb Environmental Law Award.

A registered Professional Engineer and licensed Attorney in the State of California, Skip is involved in several professional organizations and community groups, including: American Council of Engineering Companies of California (ACEC California); American Society of Civil Engineers (ASCE); Committee on Assessments, Special Taxes & Other Financing Facilities (CASTOFF); State Bar of California; University City Little League; and St. James by-the-Sea.
